The whole shape stands for a burning fire. It’s one of the most basic kanji characters and frequently used in Japanese daily life.
This kanji is used to describe the fire element of the cosmic dual forces and the five elements in Chinese cosmology. Therefore you’ll see it in many ninja-themed manga and anime.
For example, KA of KATON (fire ninja technique) and HO of HOKAGE (fire shadow) in NARUTO use this fire symbol.
The epithet of Portgas D. Ace in ONE PIECE is Hiken no Ace. HI is fire and exactly uses this letter. KEN is “fist”, NO is “of” and that makes “the fire fist Ace”.
