Powers are warrior angels and they are given the mission to annihilate demons. They are tend to fall because they contact demons directly.
As for Power’s personality in Chainsaw Man, it’s modeled after an American comedy movie “The Big Lebowski” by Coen brothers. The characters in this movie always make excuses and sloppy. These features are reflected to Power’s words and actions.
